内容三：国内外城市低碳发展的政策制度实践经验（略）析及推广机制研究

按照理论研究--政策跟踪--现状（略）析的思路对国内外城市低碳发展政策进行（略）梳理和（略）析，按照不同的城市（略）类标准，结合不同类型的低碳城市发展规划，研究国内规划和政策的实施障碍，对于城市的低碳发展政策进行总结评估，归纳提炼其政策特征，（略）析其实施效果，对“深化低碳省市试点工作的指导意见”等政策提出建议，并针对支持该指导意见的配套政策提出建议。

内容四：促进城市低碳发展金融投资的研究

低碳发展的核心是同时实现经济增长与减碳的双赢，通过保障和吸引金融投资推动低碳发展，是以实现气候目标倒逼改革的重要配套政策。通过对城市在实施低碳发展过程中各种已有的和可能的投资与经费保障机制进行深入研究，本课题应（略）析资金投入产出与低碳城市建设的相互促进关系，探索私人投资参与低碳城市建设的方式，并挖掘投融资在低碳城市建设中可发挥的作用，建立多（略）、渐进、包容、可持续的资金渠道，加速城市的低碳化发展。本课题的产出包含对投资机制和监管框架的建议。

1. 项目将提交1份研究报告（中英文）和1份执行报告（中英文）。研究报告包括以下核心内容：

（1）低碳城市规划***="OLE_LINK（略）***="OLE_LINK8">，包含适用于中国城市的综合工具；

（2）促进低碳城市发展的政策、规划评估与案例（略）析，至少四组针对中国清洁绿色低碳城市发展主要政策体制的研究；

（3）低碳城市下一步发展政策框架报告，及“深化低碳省市试点工作的指导意见”政策建议；

（4）利用金融投资促进低碳城市发展研究报告。

2.项目启动会、中期/征求意见会、研讨会、成果发布会/培训会总结报告。

七、资质要求

（一）咨询机构资质要求

具有独立法人资格；

熟悉国内外应对气候变化和低碳城市建设的政策、制度与经验；

在气候变化研究和国际合作方面有足够的经验；

与其他有能力的低碳发展研究机构有良好的合作关系，具有良好的协调能力。

（二）团队负责人

在气候变化、环境或经济领域有至少（略）年工作经验；

在相关领域有领导团队和项目管理的具体经验；

熟悉低碳城市建设的特点，可以与当地利益相关者联系与合作；

具有博士学位或者高级职称。

（三）高级专家（2人）

在气候变化、环境或经济领域有至少（略）年工作经验；

熟悉低碳城市建设的特点，可以与当地利益相关者联系与合作；

具有博士学位或者高级职称。

（四）技术专家（2－3人）

Planning Tools and***work of Low-Carbon Ci***nt (comprehensive)

Terms of Reference (TOR)

1. Project Background

Since July （略）, China has***o batches of low-carbon pilots in 6 provinces and （略） cities. Low-carbon city pilots has deepen the local understanding of low-car***nt concept, by formulating low-car***nt strategy and action plan, establishing city level carbon emission verification ***nt platform, conducting carbon emission im******nting carbon tradi***moting accreditation of enterprise’s carbon emission verification report and ***duct, building low-car***nt special ***nti***ction and control goal break-down perform***nt mechanism, clarifying peaking targets. By e*** of the effective low-car***nt pattern, low-carbon city pilots help China realize innovation at low-ca***nt system.

Cities in China and oversea have done many useful exploration at low-carbon city planning tool, system and policy, in order to achieve***een resource consumption ***ntal capacity. Current city planning shall not only face with the challenge of global climate change***mote conce***thodologies***nt innovation of low-carbon cities planning. Difference city has thei***ntal situati***nt plan and pattern; therefore they may have difference choice at position, ideas ***nt pattern of low-car***nt. As a result, policy ***amework of low-carbon c***nt cannot be simply copied or ***een cities; they must be specifically planned and designed according to the evaluation of different cities’ characteristics, in order to reflect the cities’ advantages.

2. Research Purpose

By building a t***amework of city low car***nt planning that in line with the city’s characteristics, to reveal the coupling relat***een planni***nt, life-style, and operation of a low-carbon city in ***vide scientific evidence and technical support to the policy syste******chanism for city to mitigate its effects to climate change during rapid ur***cess. By summarizing lesso***om （略）***vinces and cities in China, an***om international experiences, especially focusing on e***om the advanced planning tool ***am***ject shall deepen low-carbon pilot***pose planning tools and policy options for the third batch low-carbon pilot cities.

3. Project Scope

Activity 1: Overview of low-carbon city planning tool

Bas***prehensive evaluation of the existing international city planning tools ***ameworks, the consultant shall systematically conduct a comprehensive review on the overal******thodologies and tools on low-carbon c***nt. From the analysis on current situation to driving factors, form fut***nt targets to low-carbon index system, from total emission goal break-down to selection of terminal t***om the cost-benefit analysis to planning logics of suggestions to policy and system guarantee, the overview shall stock-take and s***prehensive list of GHG inventory too***nt drivers analysis, scenario analysis methodologies, peaking ***thodologies, low-carbon ***ject demand evaluation***thodologies and tools that can be used during the compilation of low-carbon c***nt ***vide innovative ideas. The consultant will also analyze the existing data collection and report systems in China, including the GHG inventory system; and identify gaps of the current data system. The output ***prehensive overview of planning tools for low-carbon c***nt,***paring an***are, modelling, and analysis of different scenarios. The consu******ndations on the suitable planning tool for the Chinese cities circumstances.

Activity 2: Evaluation of policy and ***mote low-carbon c***nt, and case study

The consultant shall c***een l***nt officials and experts in related areas, and by targeting key issues of low-carbon c***nt, and evaluate policy, plan and***mote low-carbon c***nt. Summarizing advantages, finding out major obstacles exist in implantation of a related individual ***prehensive planning (such as low-carbon city, renewable energy resources, city water reso***nt, green buildings, and ***pose an innovative policy system.

Activity 3: Practice experience analysis on low-carbon c***nt policy ******chanism

The consultant shall conduct systematical summarization and analysis on low-carbon c***n***stically and internationally by utilizing the methodology of theoretical study - policy tracking – current situation analysis. According to different city typol***bining with different type of low-carbon cit***nt plans, and considering practical obsta***stic planning and po***ject shall summarize and evaluate low-car***nt policy, summarize policy characteristics, analyze po***ntatio******ndations on ***ameworks based on the draft guiding policy “Guidance to Deepening the Low Carbon Provinces and City Pilot Work”, and sp******ndation***ntary regulations to suppor***ntation of the Guidance.,

Activity 4: R***lizing finan***nt for low-carbon c***nt promotion

4. Employer’s Responsibility

The Employer of the Consultant Services shall be the PMO and the Consultant shall work under the guidance of the Director of the PMO. The PMO shall make reasonable ***vide daily assistance and support to the Consultant, shall furnish any***ject rel***rmation and reports if they are available to them within***nt of Climate Change, and assist the Consultant to connect with related divisions within the NDRC and organizations needed to execute***nt.

5. Research Deliverables

1) (1) Guideline report on low-carbon city planning, i***prehensive tool kits that are applicable to Chinese cities;

(2) Review report on policy an***motes low-carbon c***nt, with at least four case studies on different aspects of major policy system on clean, green and low-carbon c***nt in China;

(3) Report on the ***works for low carbon c***nt in the next ste***mendation***ntary policies for the “Guidance to Deepening the Low Carbon Provinces and City Pilot Work”.

(4) Research***lizing finan***nt for low-carbon c***nt promotion.

2) Project kick-off meeting***ment collection workshop, s***e dissemination workshop/training workshop, summary report.
